Advice on buying a used car in Kampala.

The DRC license might not be accepted in Uganda since DRC is not part of the East African Community. However, you can apply for an international driving permit which is acceptable in Uganda.

To buy a used car, you need to approach the seller to have the car inspected. For this i can advise with a few colleagues who deal with travel that have the used cars.
