Telephone directory for Uganda?

I'm trying to contact someone in the Arua district. I don't know his exact address.
Does Uganda have telephone directories, perhaps available in the post offices?
There seem to be online business directories, but I can't find anything online for individuals.

Hi never seen anything like that! Not a phone nor an address directory ... do you know where the person works or studies? Facebook often best way these days...
