expat and immigrant

Whats the difference between an expat and an immigrant

Expat = Someone who lives in a foreign country (even if temporarily)
Immigrant = Someone who moves to a foreign country permanently

At least this is my view of the topic. There are others, some examples:

Expat = Someone who is temporarily send by his/her employer to a foreign country on a cushy financial package
Immigrant = Evil foreigners who want to destroy our country and should go back where they came from

All expats are immigrants but all immigrants are not expats.

What about:
An expat is someone who move from a rich  to a poor country
An immigrant Is someone who move from a poor to a rich country.

Then what about all who move from rich to rich and poor to poor?

Just heard this:

Why are they moving to a rich White country ?
Thought we were all racist.

Another argument I've heard is an ex pat is someone who is resident but not a citizen of the country they live in. I'm not sure I agree,  I'm resident in Ireland and proably will be forever but i'm a dual citizen of the UK and Malta, I think of myself as an immigrant.

An expatriate is someone who is living and working in another country on a temporary basis and will leave after his employment term is over.

An immigrant is someone who is seeking permanent residency in another country and will live there permanently.
