LONDON — British citizens living in the EU will be granted extra rights to work and settle in a different country within the bloc on top of those set out in the Brexit Withdrawal Agreement, according to campaigners briefed on the plans.

Will British residents in another EU country (30 years) be able to apply for residence in Spain in 2021 with same conditions as 2020?  Or will it be very complicated, as for other non-EU residents?

At the moment No, but there is a movement in Europe trying to push for just that, if you get your 10 year residency card you would be able to move to another country within the EU with the same rights.
Organisation in Europe seem to think there is a good chance, but that's all.
