As a 'Third Country National' you will basically need to find a job first, then the prospective employer will apply for a work permit for you, when that has been received you can come and live in Malta.
The only other way is if you have about €600,000 spare to buy Citizenship!

I have been working in hospitality industry for over 12 years In different sections here in United Arab Emirates. Cashiering, audit, receivable, guest relations and customer service.

I'm opened to any job that can at least kickstart my stay in Malta.
