I want to ask a question if i am on administration Manager visa in UAE. I want to go the OMAN for some working purpose can i need an NOC in the OMAN border.

A NOC pertains only to an expatriate employee who is working in Oman, on a valid Oman Employment Visa, who wishes to switch jobs within the Sultanate.
