I am negotiating with my employer on a move to Kuala Lumpur. We are 4 of us. My wife (Homemaker) and Kids (7 yrs and 10 Yrs). What should be a good net salary per month to negotiate?

Well schooling will cost you about RM2k-2500 per child per month (minimum). Rent will be about RM2k-2500 per month. Plus COL and bills - RM2k (minimum). So salary of RM12-15k would be target.
Please do some research about schooling as a matter of priority. There are large deposits, some returnable, as well, when joining a school here in Malaysia. So factor all that in, apart from the monthly fees (which I estimated above - which may include food, transport, extras etc.).
