Hi I'm Libyan and I live in Tripoli , I can't say it's safe or not safe , you being speaking Arabic will help you a lot "since majority don't speak English " .
Any way you needs to have connection with local people "e.g from you work " because everything done here via society , for living it's better for you to live close to city center and avoid suburb ( specially airport road and the closer area )
