I want to move from Australia to Philippines. I am thinking about the Visayas and I like Cebu. I want a place that is elevated and wont flood and also benefit from nice breezes and at the same time...

I would agree with the poster who said to listen to the locals versus the state department. I live in Anchorage Alaska population 250k + and Cebu City Pop 2 million + last year there were more murders in Anchorage than Cebu despite the latter having 10× more population. The US government and press love to blow out of proportion incidents that happen overseas while downplaying the same issues occurring here. Also to the newbie if you are going to ask for advice you need to do so in a less defensive manner esp on this forum.
