Advice on Accomodation Business PMA Requirements

I am new to the forum! I have been looking into PMA setup here in the Bali area for a hostel style accommodation under a 100% foreign owned PMA. I have been speaking to a couple different business consultants and one told me recently that there is a requirement that 100% owned accommodation businesses must be 3 Star Hotel rating (by indonesian standard) or higher. I have been told by one consultant that this is a pretty firm requirement and been told by another that this is something that could be worked around.

Does anyone have any experience with a hotel business in bali at all? I am hoping to find out how concrete this is and if so what the criteria would be but so far no luck on a solid answer.
