I suggest you look at the ghana immigration website which will give you all the information about visas that you need.
There are lots of threads on this site regarding education. It all depends on the ages of your children, where you live in Accra and your budget.

To start a business in Ghana, you need to get it registered at the Registrar general department. would take 1 week and 2 weeks for commencement certificate even hours depending on how co-operative the gov't officials are to you. open a bank a/c and meet the minimum financial requirement. Getting a permit won't be hard after that.
