Hi and welcome to the Forum.
Difficult as you will need a visa in order to work in all European countries and in the current economic climate, if you already have a job that is paying the bills, then probably the best advice is to stay where you are and build on your specialist qualifications in anticipation of the market turning around.
For specific advice related to your profession, then probably the best advice is to join LinkedIn and then reach out to your peers worldwide to see where companies are hiring and then work from there.
To answer your specific question, from Qatar, the best place to look for jobs in Europe is to initially use Google and then fine-tune your search as agencies and jobs become more transparent.
If the UK is of interest, then perhaps consider joining the Gurkhas (link); once you serve in the UK, you can apply for citizenship at the end of your contract.
