Where do most of the expats live?

Hi, we're a Dutch-Indonesian family of four with a pre-teen and a teenager and after having spent seven years in Dubai, we would like to now find a nice place in between Lisbon and Cascais. Children's school will be in Porto Salvo.
What would be a good place where they can mingle both with locals and expats, either apartments or houses, but ideally a nice, safe environment where children and teenagers can enjoy themselves socializing outside? We're thinking of Parede, Carcavelos, Estoril & Cascais, but we don't know the good areas yet!

PS: Also looking for a good rugby club for my son!
