Hello. Has any non Khemer person tried to buy property in Phnom Penh ? I understand, as a foreigner I can not buy on the ground floor. Are there any other limitations ? Also has anyone got any idea of the associated costs ? 4% property transfer tax ? Estate agent fees ? Legal fees ? Annual property charges ? Capital gains tax when selling (I presume this is 20% of the increase in value, rather than 20% of the selling value?). Any other costs not listed above ? I would not be looking for a condo, but a a khemer shop house type flat possibly in the riverside area. Any information would be useful. Thanks in advance. Dave
