So I have been going back and forth on which bank I should go for . I'm looking for a bank that is not only foreign friendly but also has a website in English as well as the ability to issue a travel card and most importantly can link my card to pay pall I'm thinking of either ICBC or China construction bank .

Find a bank near your house. Go tot he VIP counter and open an account. They will speak English.
