Noisy Touists in Residential Area Vilamoura

My husband and I bought a detached home in a residential area of Vilamoura.  During the Summer months there are a few villas nearby that are let out to tourists and thete is no problem at all.  However unfortunately we are constantly having serious problems with the house next door mostly from French tourists who treat the house as an open party both day and night.  This house is rented out by SAPAZ Agency and the Manager simply does not care.  We called the GNR a few weeks ago at 3 am.  The Police were very helpful and the French tourists went quiet.  However again today another party of young French tourists arrived and within 5 minutes the loud music started up again destroying the peace of our residential area.  The Manager of SAPA was most unhelpful  So we called the GNR and the Police explained to the Manager and the tourists that they had to turn down the music down etc and as we already knew no noise allowed after 11 pm.  So the outcome so far is the Police said any further problems to call them again which we will do.  However we sunk all our savings into our home in a very good part of Vilamoura and we are having to endure inconsiderate tourists next door???  The local police have been so very helpful but we do not wish to have to call them again.

Does a property require any licence or permission to be used as a tourist villa?
If so, check to see if it's legal.
