Paraguay passport getting harder to get even after 3 years

Hey guys, I heard from expats and also fixers like, Nomad Capitalist, that Paraguay citizenship and passport is getting harder and harder to obtain. Even getting approved for your permanent residence and going through the 3 year program, many are still getting denied by the paraguayan gov.
Anybody have recent experience in the past few years of getting approved for citizenship when you're not living full-time in Paraguay?
Also, anybody have experience getting denied in the past few years when you're not living there full-time?
Any recommendations on how to increase your chances of getting approved after the three years.... Examples, start your own business, buy land, etc.?

permanent residence Under this category, the foreigner enters the country with the intention of settling in it and in order to develop any kind of activity that the authorities consider useful for the development of the country. The foreigner residing in this category is obliged to obtain the Paraguayan Identity Card. Once admitted, these foreigners may reside indefinitely in the country, unless they incur some of the causes that may lead to the cancellation of the stay or the expulsion. What is needed for the filing Documents of the country of origin: Valid Identity Document: Passport or Identity Card for the countries of Mercosur, Bolivia and Chile. Consular Visa for countries that require it. Birth Certificate duly legalized by Paraguayan consulate in the country of origin. For those subscribing to the Hague Convention, the seal of the apostille will suffice. Marriage Certificate, Divorce and / or Death Decree, if any, to justify the civil status, duly legalized by the Paraguayan consulate in the country of origin. For those subscribing to the Hague Convention, the stamp of the apostille will suffice. Certificate of Criminal or Police Background (from the age of 14) of the country of origin or of the country of residence of the last 5 years duly accredited and duly legalized by Paraguayan consulate in the country of origin. For those subscribing to the Hague Convention, the stamp of the apostille will suffice. For citizens of Brazilian nationality: Certificates issued by the Federal Police or the Judicial Power - Federal Justice. For Argentine citizens: Certificates issued by the Federal Police or the Ministry of Justice and Human Rights. For US citizens: the one issued by the FBI. Documents to be issued in Paraguay: Certificate of background, for foreigners issued by the Department of Informatics of the National Police, from 14 years of age. Sanitary Certificate, issued by authorized doctors and endorsed by the Ministry of Health, mentioning mental and physical health, and not having infectious or contagious diseases. Certificate of Life and Residence issued by the Jurisdictional Police Station or Juzgado de Paz, in force. Proof of your income and permanence in the country. Economic Solvency: Professional Degree at university level duly legalized by Paraguayan consulate in the country of origin . Attaching an affidavit to a notary with signature certification sheet that will be dedicated to your profession once obtained the permanent residence, specifying the average monthly income. Deferred Execution Work Contract, mentioning the salary to be received with signature Certification sheet before Notary Public, Patent, Unique Taxpayer Registry (RUC), Identity Card of the employer and Sworn Statement filed with the Secretary of State for Taxation ( SET) of the last 3 months. In case of being a company the contracting company, present a photocopy authenticated with the stamps of the Public Registries. O Title of Property intended for production, with a minimum of 10 hectares (registered in the Public Registry of Property). O Lease agreement: Identity Card of the tenant and the property title that he leases. Or Deed of Constitution of the Company (registered in the Public Registry of Commerce) if he is a shareholder of a company and for a minimum amount of 5,000 dollars or its equivalent in guaranies with a photocopy of the company's RUC.      Foreigners can obtain Paraguayan nationality by naturalization if they meet the following requirements:

         coming of age:
         minimum filing of three years in national territory;
         exercise in the country of some profession, trade, science, art or industry, and
         good conduct, defined in the law.

Thanks for your information. Have you noticed that it is harder for foreigners to get citizenship in the past few years? I heard a lot of people are getting turned down by the Paraguay government recently, even after putting in 3 years of residency, but not living there.
Any recommendations on how to increase your chances of getting approved for citizenship after the three years?

Yes, citizenship is hard to obtain in PY, but lifetime residency is still very easy.

No, it is not that difficult, if you respect the rules.
First of all, you have to live in Paraguay for 3 years, 183+ days/annually. If you do not have the time, you will be not able to apply.

Now, this is the interesting part. You should do something and contribute. In Paraguay, you pay income tax only on your income above app 22k USD/year. At least pay some tax to show, that you fulfil your duties.
Another issue: use a good fixer. There are a lot, but there are only 3-4, who really works with immigration and have the contacts.
