I shall be living in Paraguay sometime next year and need to know tax levels for expats living in Paraguay. I shall probably go for nationality sooner or later. My income (only) is a modest state pension from England. Thanks for any help or advice.

I understand it in this way. All income derived from outside of Paraguay is not taxed in Paraguay. If your uk retirement is your only income then you would have no income tax liability on that icome. If you were to enter into business or take a job in PY then PY income would be taxable.
