I don't know if the OP is talking about private messages here on the blog, or if he's asking about sending SMS messages on his celular phone. Looks like the latter of the two.

If you're using a SIM card from a foreign telephone service provider you may have one of two problems. Either you must activate international roaming in order for your account to make payments to the local phone company for the SMS service; or they simply don't provide SMS for numbers from other countries.
