Can 30% Ruling be extended if stayed Out of Netherlands

I have a 30% Ruling document starting from June 2018. But was away from Netherlands for a year. Is it now possible to reapply and extend by 30% for an year?

Per the Dutch Gov't (from this link), it doesn't look like you can extend or re-apply.
