If you have a Wells Fargo account in the States you can transfer USD to VietinBank or Vietcombank for a very small fee. That has been the cheapest way I have found so far. ATM fees for foreign debit cards can really mount up. Read More

They will pay it all back when you go to a country that is not restricted. If you have your money direct deposited to a bank back home they would have a difficult time knowing that you are here more than 6 months unless you register at the Consulate. Read More
