You really need to come and see for yourself.  Most of your questions are location specific. In some places for example there is food delivery but others not (like where we are)

renting an apartment is very much like in the US except they often want a 5 month deposit, rental may not include a stove or fridge or hot water heater.  But you find a broker and they will help you.  You might find a cleaning lady who will also cook for you.

internet depends on where you are?  Could be 6Mbps of 60 or 600. Like wise you phone may get LTE or 5G

Sorry haven't been on here in a long time.  Based on your multiple queries, I suggest you focus your efforts on getting to know the Capital Montevideo, if you want all you are looking for and the newer planned micro cities being developed on the coast (Posh and new, but no real night life locally).  Think of Uruguay as one of the US large Metro cities with the Capital being the heart of Downtown, along with the more developed parts of the coast line being the "rich neighborhoods".  Then everything else quickly fades into small suburban pockets and then very quickly rural areas, with towns dotting the landscape. Much more of a European feel than anything US.

As far as hair goes, while Uruguay doe not have a large population with African heritage, neighboring Brazil does, so while it won't be a finger snap to find a good stylist, they are around in the cities. 

Uruguay is one of those countries you have to visit to figure out.  Its culture runs at a different pace, so the little things of life are not organized, marketed, and monetized to death online like everything in the US and Western Europe.  You literally have to go buy a Newspaper and take a walk, ride a bike, hop a taxi, and explore.   Unlike the US you are actually safe on the streets even as a black gay man, so relax, slow your role, and begin the process of assimilation on your first trip. 

Pharmaceuticals:  All you are looking for is available, Cannabis is legal as well, but purchased at a pharmacy as an OTC medical product.  Access to medication is more open than the US system, however when it comes to the specifics of what you are looking for, you may find ordering from an online pharmacy abroad is financially comparable to purchasing in Uruguay.

You can purchase personal medical insurance in Uruguay, and it is MUCH more affordable than the US, because Uruguay maintains a federally funded social medical system. So NON citizens are the only uninsured population.
