Graphic Design Website Rules

Hi,
I want to publish my own graphic design website. But i'm not sure what the rules are in Dubai for doing that. Do I require a license? I am already working for a Financial Services company for the past 6 years.
I just want to showcase my work, on my own website, instead of something like Behance, etc.

So my question is this:
1. Can I have my own website without acquiring a license?
2. I will not be selling any product or my services on this website, its just a platform to showcase my work.
3. What are the rules governing such a case?

The short and long answer to your questions. Is yes you can. As you already mentioned you did just like to use it as a platform to showcase your work. That is ok.
