I would say that I'm both (that is, both a dog and cat person) and more.
We brought my cat over with us from Canada and it wasn't too difficult. We had to make sure all his vaccinations, especially the anti-rabies vaccine, were up-to-date, had him examined by a local vet and certified as healthy. We also had to get the all-clear from the chief veterinarian for Ontario.
We also had to have him microchipped and obtain a pet import permit from Qatar. Many local veterinary hospitals can help you with the Qatar side of things for a fee; they can get the import permit for you as well as do all the customs/clearing processes for you, once your cat gets here. It can be quite expensive though.

Like someone already said, you just usually have to pay for the vaccination, neutering/spaying or other procedures that the animal may have received/had done if you adopt from one from a veterinary clinic or other animal protection centers like QAWS

As mentioned before, you usually have to pay for the vaccination and spaying/neutering if adopting from a third party as mentioned before. But there are no immediate costs if you want to adopt a stray cat you come across yourself.

I'm not sure, I only know about cats and dogs.
Are pet-sitting options available?
They are, but they are quite expensive; usually around QAR60/day

Yes, I have adopted two more cats since arriving in Qatar just over 3 years ago, and they are both still with me.
