Need Paypal help

I have transferred my Paypal balance to my Muscat Bank Visa card. But I did not receive my balance to my card.  It about 20+ business days over. How can I get my balance. Is it possible to receive money to Muscat Bank Visa card?

Already contact but they advise to contact card issuer

Any method is there to transfer money from paypal to payoneer, because my job expires visa over, then bank accounts need to close,
