Is it possible to do Import business using Offshore company?

Hi Everyone,

I need advice about this topic. Is it possible to do Import business using an Offshore company?

I am talking about general cargo that doesn't require health certificates or other complex certifications just simple cargo such as souvenirs, hand made crafted decorative items, hand made women accessories etc...

here is the scenario that i want to know if is possible or no

- Import above cargo by sea shipping to Ukraine, Odessa
- Just pay customs clearing and handling fees without paying (import taxes + 20% VAT Until they are sold within Ukraine)
- Store the cargo at bonded warehouse in Odessa or Kiev then sell the products to:
-1 Local Wholesalers/retailers at this point they will have to bare the Taxes + VAT on their own
-2 Re-export the products to neighbor countries such as Moldova, Hungary, Romania, Slovakia etc... at this point as far as I know there will be no import taxes or VAT to be paid.

if the above is possible do I still need to register a Ukrainian company or the offshore company can be enough?

I highly appreciate any advice from people having experience in this field

This type of trade now used by Ukrainian companies but having bonded wharehouses in Georgia instead of Ukraine.
In Ukraine this might also be possible. But I am not sure that you can pick out items from your cargo kept at a bonded warehouse. I assume you can take all the cargo. I had a similar project a couple of years ago and as far as I remember it was not possible to sell separate items from the stock. But maybe something has changes since then.
UPD: I checked. You can pick up by items.
