How to Make Sure a Plot Is Truly Buildable?


Every now and then, I receive messages from people who are about to buy a plot of land and want to build their dream home in Spain — but don’t know where to start.

Just recently, someone asked me:

“How do we make sure the plot is definitely legal to build on? We’re worried about paying for land and services and later finding out that we can’t get a license.”

That’s a very valid concern. In fact, it’s one of the most important questions to clarify before you spend a single euro on the property.

The very first step is to request what’s called a “Cédula Urbanística” (Urban Planning Certificate) from the local Ayuntamiento (Town Hall).

This is an official document confirming whether the land is classified as buildable and under which urban planning conditions — such as:

maximum building height,

plot coverage,

building distances,

and possible limitations (for example, green zones, protected areas, etc.).

It’s a formal and reliable statement issued by the Town Hall — not just someone’s opinion or a note from a real estate agent.

With this document, you can be sure what you’re legally allowed to build.


As for construction costs, at the moment they usually range between 1,500 € and 2,000 € per square metre, depending on design, materials and level of finish.

That gives a good idea for budgeting — and helps to avoid unpleasant surprises once you start comparing builder quotes.


Over the years I’ve seen many people struggle because they relied on verbal promises or started projects without checking local regulations first.

Having the right information early saves a lot of time, money and frustration later on.


If you already have a plot in mind, it’s worth letting a professional review it before making any commitment.

That way, you’ll know if the land is truly ready for building and what steps come next — from permits to design and coordination with builders.
