Hi,

Most central towns would be ok and safe for a 25 year old. Have a look at Coimbra, good transport links, large student population, working town with families, public spaces, old buildings (and new) lots of history and all the usual doctors, hospitals, dentists, banks, admin center, schools, university, big river, big shops small shops, a bit of night life but not frantic, interesting festivals. Having a university and load of students means there's some "student shared" accommodation which  if you can arrabge one is a good way to get to know similar aged people.
