Yes you can apply for the fiancé permit and after getting married apply for family reunification here in Norway. I'm not sure about the age difference, but you can always review the guidelines here:

Yes once you have married your fiance, you can apply for a family reunification permit.
Make sure to apply for the family reunification at least month before your fiancee visa expires so you get to keep your rights (like being allowed to work, etc). Do check on this in case the law has been amended but this is what UDI helpline told me a few months back.
Regarding the age difference, as long as you can provide proof and documentation that your relationship is real, there is really nothing to worry about. I have heard and have met a lot of people who have a 30-40 year age gap and their applications were approved so it really boils down to how well you can convince UDI that your relationship is genuine.
As they say after all, when you really love someone, age, distance, weight, and height is really nothing but just a number! Best of luck to you:)

I just got engaged last month with my Norwegian boyfriend and getting married on visit visa is one of the options that we are looking into. I have checked at UDI all the requirements and things to do to get the visa and to apply the marriage permit when I get to Norway and I’m quite sure I can acquire it all. My question is, was there anyone here did the same thing and had been granted a residence permit? What happened when you decided to get back to the Philippines for visit? What was the process? Will there be complications since you first went to Norway with the visit visa only? Will the immigration question it? I’m just curious. Thank you in advance for the answer ☺️
