PLEASE HELP : HIGHLY SKILLED MIGRANT

Hi guys, My apologies in advance if this has already been asked (I have looked up but couldn't find it)

A little background information:
I came to Amsterdam with the : "orientation year program" and recently, my employer and I applied for the single permit (known as : GVVA permit). but we recently got a reply asking for proof that my employer posted the job and refused other Dutch applicants (as well as European applicants).
We initially choose this option because the employer is not a recognized sponsor (which takes me to my main question:)

Question:
Does anybody know how long does the application for : Sponsor recognition as a company take ?
because I am basically running out of time (my orientation year program is about to expire) and would like to assess if applying for a recgonized sponsor, then applying for my work permit as a highly skilled migrant will be possible during the time I have left ?

Also, does the Highly skilled work permit application, take into consideration Dutch/EU applicants ? Or just the fact that the employer is a recognized sponsor gives you 99% chances of getting the work permit ?! (since they ask for less documents and application evaluation is shorter)

Your employer must always take local applicants into consideration before taking anybody from outside the EU.

Thank you for your quick response and welcome message.

I just wanted to be sure about "taking into consideration other local applicants"; because the Recognition as a sponsor is initially for "third country nationals" as it is written in that presentation page (for sponsorship).

I also heard from someone who works at the juridisch loket, that if my employer is registred as a sponsor, then the IND won't refuse applications...

Please let me know.

I can answer this for you. You will only get a sponsorship if there is noone in The Netherlands or EU who has the specific skill set to do the job. If this isn't the case you will not get a sponsorship.

I can add to that.

The recognition as a sponsor is the process that a company must go through in the Netherlands in order to be able to sponsor work permits for non-national and non-EU/EEA citizens.  The IND will do substantial checks on the applicant company to make sure that they do in fact exist and have the wherewithal to employ such people.  By doing this, they can pretty much take an application for a work visa and turn it around in 14 days, rather than the 90 days they would take normally.  There is a public list on the IND website where you can see the many hundreds of companies that have already done this. 

When your future employer applies for your work visa, they will have to provide evidence that he/she has advertised the job locally when they submit your application and have been unable to find anybody locally; such evidence is normally adverts with uitzendbureaus or from the local/national press.  As to your contact, he/she is correct, but they still have to go through this system and advertise the job for locals to also apply for - they also have to advertise it internally, but now we're getting into Dutch labour law, and that's not what we do here.

At the end of the day, the Dutch need skilled personnel to help them grow their economy and the system is designed to do that; unfortunately in the past, some people have tried to use this as an easy way in to help friends and families at the cost to people already looking for work.
