local council taxes

How does local council tax work in Malta?  Who pays in a rented property (home owner or tenant) and how much is it? 
Tried googling how does local government work in Malta but came up with nothing helpful.  I am used to UK local government and its funding (council tax on domestic properties and business rates for business properties).  And I get loads of info on the council website including council elections, find my councillors, agendas and minutes of all meetings.  But here, all I can find is a Facebook page for Sliema local council.  Very strange.

There are not any local council taxes here.

Here is nothing like a local council tax. We have property tax. The local council is funded by   the national treasury. Our mayor told me we support the present government and they support us. Everything appears to be a party business. Right now the labour party is ruling and they administrate the hot pot.
