Hi,
To get a work permit - do I have to have a job offer at first?
Do you maybe know - how this will looks like after 2011? -work permits for EU people?

yes, your work permit is tied to a particular job - will remain so after 2011

So can I do it just by ''using'' other person - can not be done by mail/net etc?

yepp, new work permit each job. But to clarify, you personally don't apply, the company who wants to hire you has to apply for you.
