Change of employer

I'm hoping someone can help me understand this situation. I'm currently working at Company X and have accepted a job offer from Company Y. Company Y has already submitted my change of employer application. The thing is, I haven't resigned from Company X yet. Company Y told me to resign after I received the blue paper. But I thought Identità needs a termination letter from Company X before they approve the application and issue the blue paper. Can anyone clarify if this is correct or what the actual process is? Thanks!
