Currently persons not working or earning less than €19500 per annum are under no obligation to register for tax...  Legislation has not as yet been implemented but am guessing it will at some stage in the future.

NO, tax  legislation does not require taxpayers to do so yet.

Obligation to file a tax Return have individuals with annual gross income of more than €19500.

What about the "health tax" will that still be applicable.

the health tax is chargeable at 2.65% of income but if you are a UK state pensioner in receipt of UK pension and have your S1 then you will be given an exemption certificate so as not to be liable for the taxation......

The online tax returns are now available for completion

It also asks for your GESY tax exemption certificate number and date if you have S1
