Does anyone know if there's a way to block specific users on the forum? - @NothingNew

If you've received a PM (private message) from a member and you do not wish to receive further messages from them, open the PM message you received and you'll see on the right of the page "Thread participant" with the members avatar and name showing. To the right of the member's name you will see a small circle with a negative symbol inside it. Click the negative symbol and select "Yes". The member will no longer be able to send you PMs.

Alternatively, on the same page as the member's PM is an "Actions" panel. Clicking that panel will show a drop down box with the options to "Mark as unread, Delete thread, Block this user"

If you decide to "Report" the member's message, please do not delete the message. The expat.com administrators will want to view it before making any decision.

Hope this helps.

edit: I see you've disabled receipt of PMs. You cannot block members from posting directly to the forum, but you do have the option to "Report" the post. Include a reason for your report, and it will be reviewed by admin.
