The recent case of a man incensed at a woman on a motor scooter lightly impacting his car and his subsequent actions against her caught on video in relation to an accident in the town of Bani west of Santo Domingo has highlighted the problems of abise of females up to and including feminicide in this country.

A macho society seems to be stacked against women in current DR. Hope this changes.

In this current case, the accused and his lawyer appeared to feel confident that a settlement out of court - perhaps with a monies involved - which is common here - had absolved his actions.

Not so, it appears, the prosecutor continued with the charges even though the women involved had withdrawn the charge at the last moment.

This has raised the debate to higher levels.......

The dismissal of the complaint by Santa Arias, the woman who was attacked by Alexis Villalona in Baní in the middle of a public thoroughfare and who was captured on video, has sparked controversy among the population.

While some consider there are various reasons that could be valid for the victim to make the decision, others maintain that violence against women must be punished to eradicate it from society.

These are the words with which Yokasta Brito deplored the fact that Santa Arias withdrew the complaint she filed against her aggressor, who beat her until she was lying on the ground.

“So if they hit us, the lawsuit is no longer worth it, it's wrong, she couldn't do that, she had to continue with her lawsuit with that person”, Yokasta Brito.

“Sometimes they take her away out of fear, and sometimes they also offer her money and you know how the economic situation is, some are in need more than others”, Susana García.

“It could also be due to fear of some kind of threat, from the family, but more I say it was for money”, Istel Calcaño.

Regarding this approach expressed by the residents in SDE, there is a legal response

“ She could take or not take money because that is up to her, that is something private, if we are in a criminal proceeding they always sentence you to damages, that is, it could be RD$500,000 pesos, she in his civil part, withdrew his complaint”, Wander Matos.

Despite the dismissal of the complaint, the Office of Permanent Attention of the Peravia province, dictated against Alexis Villalona, ​​three months of preventive detention as a measure of coercion, which must be served in the Baní prison.

Citizens said they hope that no act of violence against women will go unpunished and that in all cases the aggressor will receive the sanctions imposed by law.

The male attitude here (and this guy's lawyer too who quoted legal reasons why the case must fall now) is that you can pay up to negate any criminal actions - surely wrong? I'm with the prosecutor on this one.

A note of caution: be aware of this hightened situation currently of male abuse of females on both sides. Be careful.....

In this respect the country is far far behind in it's attitude.  Violence against women must stop and it must be prosecuted!

There have been several recent gender violence and abuse cases and a lot this year so far.

One very recent is in relation to a well known Dominican urban singer and other urban singers and is notable because it relates to procuring an underage girl for sexual relations.

The mother initiated the complaint but today according to Diario Libre has withdrawn it apparently knowing the urban singer will settle financially. But it appears the now independent prosecution service is going to take up the case.........wait and see

Rochy RD case: Mother of alleged victim dismisses complaint

The popular urban music singer Rochy RD was arrested this Friday after being denounced by the mother of a teenager who had allegedly had sexual relations with the urban exponent. A sexual assault complaint was filed against Aderly Ramírez before the Gender Violence and Sexual Crimes Unit of the Santo Domingo Este Prosecutor's Office.

However, less than 24 hours after her arrest, the mother of the minor has withdrawn the complaint . This was confirmed to Diario Libre by the complainant's lawyer , Jean Cristofer Pérez, who pointed out that the lady signed a withdrawal of the criminal and civil action last Thursday. However, the investigation and subsequent arrest continued. ...................................

There was a double murder in Sosua last week of a mother and daughter by the boyfriend of the daughter and a murder of a mother in San Isidro by ex-boyfriend of her daughter as El Dia earlier this week:

A man stabbed his girlfriend and her mother to death, in an incident that occurred yesterday morning in the Villa Paraíso sector, in the municipality of Sosúa.

The victims were identified as Ivelisse Corona and her daughter Jelisa Corona, both residents of the aforementioned sector.

The murderer was identified as Waldi Hernández, who after committing the act fled in an unknown direction.

According to witnesses, Hernández injured Jelisa in the middle of an argument and she tried to help herself at her mother's house, who was also attacked.

Last week a man completed 25 lunges to his ex-mother-in-law in the San Isidro sector, Santo Domingo Este municipality.

Mrs. Katiuska Abreu was killed by her daughter's ex-husband, Ricardo Antonio Leonor Abreu, who barricaded himself in the home of his victim and three minors, two of them her children.

And then we have a Boca Chica murder of the girlfriend as Diario Libre today.....

Cristian Matas González, accused of killing his partner, the 27-year-old Rosalinda Luciano, will have to serve a year in preventive detention at the La Victoria National Penitentiary.

The decision was made this Saturday during the hearing held at the Office of Permanent Attention in Santo Domingo Este.

Rosalinda's brother, Manuel Luciano, appeared at the scene. He says he is satisfied with the measure taken, although he hopes the maximum sentence will be imposed against Matas.

Gender violence and abuse is getting worse in DR and expat women need to be aware if they get involved in relationships here.

Vice President affirms it is time to promote Comprehensive Law on Gender Violence

The Vice President of the Republic, Raquel Peña, assured this Thursday that this is a good opportunity to give a boost to the Comprehensive Law on Gender Violence "that is definitive", regarding the rise in femicide crimes in recent days.

With this project, which would strengthen the Dominican legal framework to prevent, address, prosecute, punish and repair gender violence, "as a country we could achieve progress that differentiates us and gets us out of this problem," according to the deputy president.

Violence against women in the DR: femicides already mark 2022

According to statistics from the Attorney General's Office, in 17 years a total of 3,047 women have been murdered. In 2005, 190 women were victims of femicides, in 2006 some 177. In 2007 some 173. In 2008 there were 204 femicides. In 2009 there were 199. The figure increased in 2010 with 207. In 2011 there were 233; in 2012 there were 196 and in 2013, 160. For 2014 there were 187, in 2015, 144 and in 2016, 167. Finally in 2017, 209, in 2018, 165, in 2019 and 134 in 2020. According to figures from the Attorney General's Office, in 2021 there were 152 femicides in the country on a national scale.

Although the figure has gradually decreased in recent years, the situation is still alarming. Violence against women in the DR has led to classifying the country as one of the most dangerous for women in the region. The Dominican Republic is in the first places with the highest rate of femicides among Latin American democracies, with 1.9 per 100,000. One list is headed by Honduras (4.7 per 100,000 women), according to ECLAC data.

The concern extends even to other types of aggression against women, such as sexual violence, physical violence, harassment, trafficking and legislation. A few days ago, the UN expressed concern about the lack of speed in creating a unified system and procedure to record complaints of violence against women in the DR. Also, because of the limited number of prosecutions and convictions and the lenient sentences imposed on perpetrators of violence against women.

Hi Lennox, I did not join Expat.com for a longer time, and I really missed it, being fed up with such great news, like yours.
What about abuse of women in the country of your origin? I would gratefully appreciate you would provide that too.
Additional to that, you are right.  I also can confirm multifold cases of abuses walking around here and becoming aware of expats of the age of more than 70 years having a 'girlfriend' that is not even 25.
So: what is your advise in terms of this topic? Not to trust singers? Not to be a girl here? To go back home?
My personal opinion is: anybody who is interested in that, is able to read the news by himself, not?

Lennox I have been watching all of this in the news!  It's heartbreaking.  I don't have any surefire solutions but I am happy it's being given the coverage it needs!  We live in a machismo society and it's a real issue.

I was discussed earlier today where some idiot said the answer to Rochy's problem was to marry the underage girl!!!!  Just disgusted by this!

Puerto Plata isn't exactly a nice place in terms of incidences of gender abuse but as you confirm it is happening all around you. Here is yet another two examples in Puerto Plata Digital today:

Puerto Plata court sentences 2 men to 10 years in prison for assaulting their partners


PUERTO PLATA.-  Two citizens were sentenced to a decade in prison in separate sentences by the Collegiate Court of this demarcation after being found guilty of exercising violence and physical aggression against their respective partners.

Judges Jakayra Veras, Benecia Rojas and José Juan Jiménez, issued their first verdict against the accused Stalin Pie who, with criminal intentions, stabbed his concubine Jasmín Joseph twice when she was celebrating her birthday in the municipality of Montellano.

Perhaps you want to brush this problem 'under the carpet' with your last statement? Or don't want to face reality that there are foreign perverts who come and live here illegally in DR under the radar.

And yes the UK has a reported higher rate of feminicide in Europe but less than DR, but because there is greater awareness and reporting and it is not brushed 'under the carpet'.

The importance here is to make people aware of this problem and report female abuse. There is a current trial going on in respect of a British lady writer known to the owner of this site who was murdered by her Dominican husband so it is bang on topic. I believe it is important for all female expats to be aware of a potential problem with Dominican men just as I would advise foreign men being at risk from potentially violent Dominican women.

My opinion is that these urban singers should go to jail for a very long time as a warning that this behaviour is unacceptable, as would be the case with all men that engage in sexual activity with under age persons whether knowingly or otherwise and that would apply to the expats that come here for sex specifically with persons under the age of 18 on the North Coast and Boca Chica.

To add, to demonstrate the problem with a small group of foreigners, two Spaniards today were about to get lynched by a mob at a La Romana beach for abuse of minor as reported today in el Caribe.

We as expats should all be aware what happens in this country and be disgusted by the behaviour of a few foreigners that degrade Dominican society. Clearly you don't want to know.

There have been so many cases this year as people decide to speak out of the gender abuse here.

The one thing that has caught my attention reading all the newspapers daily (which sharpens my Spanish and I would encourage anyone wanting to pick up the language to do likewise) is that many men are being prosecuted or held in preventative custody for underage sex.

It is a male dominated society but the current government has enough younger female politicians to have a substantial voice and a President committed to justice for all.

On that subject, there is a recent case of a deputy from the ruling party in Cotui having been sent to justice for the abuse of a female police officer.

The deputy Sadoky Duarte , accused of assaulting a police agent in Cotuí, will answer for this fact in a trial in the Supreme Court of Justice (SCJ), by virtue of the ruling issued yesterday by the judge of the special investigation of the high court, Nancy Salcedo .

The magistrate accepted the accusation of the Public Ministry and its evidence, as well as that of the accused, and issued an order to open a trial against him, which will take place in the Criminal Chamber of the Supreme Court because he enjoys privileged jurisdiction due to his legislator status.

The PRM congressman for Sánchez Ramírez is accused of assaulting police officer Disleidy Heredi in the face , who in December 2020 filed a complaint alleging that the deputy assaulted her when a patrol, of which she was part, tried to to remove a vehicle abandoned by five people from a street in Cotuí .

After this message I will quit my membership here.
I did not focus on only bad topics in my homecountry and I will not start to do this here in RD. It is against my way of life.

Most posts here feel to me like  only pointing out negative experiences and by talking to other expats face to face I became aware, that there already exists a kind of paranoia toward each and everything that has to do with Dominicans. Mostly generated by rumors and gossip, not out of own experience.
Out of my perspective this does not serve anything and not at all to integrate.

I am grateful towards a lot of members here that helped my with really good advise.

Life is not a holiday for Dominicans especially now.

Living immersed with expats you will probably hear the negative about Dominicans all the time. That is an expat life reality if you stick with your own. My suggestion is to move away from a tourist location and live in real DR and get a fairer perspective. But you will need to understand the hardships faced in day to day life as well as the beauty and potential that surrounds you. If you don't read the daily newspapers or listen to the Dominican news how will you understand reality here?

It appears to me people on this forum do not want to talk enough about DR culture, current affairs and geography but that will form the core of a long term expat life here. It still is a bubble existence for many; a beach under tropical sun and fun times with fun Dominicans willing to satisfy their needs. I think there is a need to inject some reality into this aura of niceness. After all people are willing to commit a lifetime based on experiences described herein.

Just as a side note, I have learnt living in the Caribbean that it is necessary to accept the mistakes of (my) countries colonial past and so become accepted by my many regional friends. Life is not all roses and prickly stems can hurt.

Many do not have the spanish to do this.  And others ( like me) do not have the time!

This is an issue that effects the world. Bringing it to light does a lot of good! 

I also very much like what the government is doing to fight this and educate the newer generations!!!!

No one should be able to pay their way out or marry their way out!

Sorry if I am a bit off topic, but I think a balance of positive and negative subject matter is presented on this site. Sharing information about our life here with potential expats I often feel I am being a bit negative, but that is only because I think expats need as much information as possible about this country and its culture, both good and bad. Coming to live in this country, and I really mean anywhere, with one eye shut is not wise.
I used to deal with people in the US that would say if you want to criticize the US go live somewhere else. That is a very ignorant and overly defensive attitude. Often we criticize that which we love, or whom we love, because we care.

Update on Rochy.......

They request prison for urban singer Rochy RD and for the mother of a raped teenager


The Public Ministry deposited on Saturday night the request for preventive detention, as a coercive measure, against the interpreter of urban rhythms Aderly Ramírez Oviedo (Rochy RD) , accused of sexually abusing a 16-year-old teenager .

The Unit for Attention to Gender Violence and Sexual Crimes of the Santo Domingo Prosecutor's Office also requested preventive detention against the mother of the victim, arrested for her involvement in the case.

The Judicial Office of Permanent Attention Services of Santo Domingo Este set for 9:00 in the morning of this Sunday, April 24, the coercion measure against the two defendants in the file.............

Mothers using their children for gain sexually is another huge issue here. Shocking yes - but a reality.

The good news is that these abuses are now being exposed on social media all the time and in the press and the Public Ministry is taking up the cases. This would not have happened two years ago.

I think covid might have contributed to this number, only made the difficulties here even worse, for most average people.   Almost everyone lost their jobs and there is no such thing as an emergency fund or savings in the bank.

You have to wonder how many more go unreported!

And domestic violence is not always against women. We know a man here in Las Terrenas whose wife drinks to excess and becomes abusive. After she took a machete to his legs, his parents helped convince him that he needed to leave her. One of our friends paid for his medical care (several trips to specialists in the capital to treat his wounds) and stated that in no uncertain terms that if the man returned to his wife, there would never be any future help and he would no longer be their go-to handyman/driver/painter. It's now been about 6 months and he hasn't moved home. He maintains a relationship with his children and buys groceries and pays other bills for the family, but he no longer gives his wife money to spend on alcohol.

Wow, what a story about the alcoholic wife. I dont want to meet her anytime thank you!  I hope the children are not abused in the same way.  Its so good this man got away from her.

@lennoxnev I am grateful to see this problem addressed. I worry about the women i see who are painfully unaware.

I was drugged and raped 2 1|2 years ago. The police recorded all info. Knew who did it, wanted to arrest those involved. They were ordered to drop it by higher authorities who were paid off.

I was assaulted by a man a year ago in a different part of the country for no reason. He just wanted to kill a woman. He put a large homemade shank right on my jugular. I felt the blood dripping down my neck from the stick. In a second i would have been dead.His anger and disregard for my life was apparent. He wanted my fear and submission first. I'm from NY & don't scare easy. I screamed as loud as i could .While he held the back of my head waiting to make the severing cut, i pushed hard into his hand. The screaming starteled him. In that second i leaned forward rapidly making him loose his balance and i escaped his reach. My Dominican husband ran out of the house after him but the guy escaped. The police were given a detailed description, i filled charges, medical proof was filled .We even had video confirmation we got from neighbors security cameras & knew the area he was from. A week earlier a 18 year old girl was murdered walking in the same area going home home but it was kept quiet. She was found cut thru the jugular. Understand.. This was a good area consider safe. Just one angry man.Now i carry a big long stick.And Dr. Tom you speak out of ignorance on many levels.oh I still have not heard from the police.
As a woman i have to deal with the reality of being treated as a subservient creature to the male in a culture where men are accustomed to being unaccountable for violence to women . My husband is addressed,not me. For a woman to live here without the protection of a man... She has to be aware and not live in a fantasy island bubble.

@planner I love this country and I love the people. Most are good, giving and kind. I do not regret a single experience because it has taught me.I dress simple,no jewelry,low profile.My husband seems to expect violence as normal in a relationship..even simple conversation he often considers an argument. It's cultural and male dominance is ingrained at a young age. Relationship skills are not part of a boys upbringing.

Another one - husband found out playing away, killed wife and then committed suicide:

This Thursday afternoon a man took his wife's life and then committed suicide, in an incident that occurred in the municipality of Enriquillo in the province of Barahona.

The man has been identified as Féliz Cuevas (Chilin), about 40 years old, who shot his wife Yadis Cayo at least twice, leaving both an orphaned son.

The incident occurred in the house of one of Cayo's sisters, after she left the house they shared, because her husband supposedly had another woman...............

I don’t want to fight with the person I care for , maybe Argue over where we’re going to eat dinner   , or the the remote for the TV , but what is so important that someone has to Argue …. That is a different cultural norm Karin1.   Historically men here have  cheated and  many many women have accepted this.  Men are allowed but women do not get to do this.  Its a clear double standard but that is the reality.

Women accept this when THEIR standard of living does not change.  Many accept it as  its their reality,  their moms and grandmothers dealt with the same. As society here changes, more women work and more are not willing to accept this.   Change takes time and there is always resistance.

Arguing is a cultural norm. It is often loud and dramatic and yes it gets physical. No its not okay with me.
Murdering their partner  is not okay on any level BUT has not been heavily punished. Those days are changing!

The culture here is machismo! That is reality. Some men feel what is ok for them is NOT okay for women or the mother of their children.

The Collegiate Court of the Criminal Chamber of the Court of First Instance of the Judicial District of San Pedro de Macorís sentenced an Austrian man to 10 years in prison for aggravated domestic violence against his ex-partner in 2017.

Hofer Gernot was found guilty of the crime of aggravated domestic violence , for being accompanied by a death threat .

Prosecutor Pedro Adael García de Peña, from the Department of Final Litigation, provided the evidence that showed that on June 21, 2017, Gernot went to the house of his ex-partner in the municipality of Consuelo and threatened to kill her while pressuring her to come back with him.

In a subsequent event, on October 24 of the same year at a transport stop, two men who accompanied Gernot and who remain at large dismounted from the vehicle that the foreigner was driving and beat the woman.

The lady suffered abrasions on both her arm and her left leg, according to the legal medical certificate issued by the National Institute of Forensic Sciences (Inacif).

The aggressor must serve the sentence in the San Pedro de Macoris Correction and Rehabilitation Center.

Don't threaten Dominicans is the lesson for expats here! Verbal abuse is taken seriously by Fiscals and in this case the arguments developed and went too far.

My advice remains, that expat men must not verbally abuse a Dominicana and especially make threats, because if reported to a fiscal that will get jail time. In this case the verbal abuse developed into worse.
