Projected Date To Reopen VT?

It's official now:  All the green zones in the city of VT are under D15, but not the same D15 as published by the central government and not the same D15 as it was imposed on VT last year.  I've read 7.5 pages of the new announcement, and below are the essential parts: (Italics are mine.)

-  No gatherings more than 10 people in a room that is measured at the minimum 40m2. (The original D15 allowed 20 people in a room.)

-  If the room is smaller than 40m2 (except classrooms, hospitals, and offices), no more than 5 people can be gathered at the same time. (The original D15 allowed 10 people.)

-  Supermarkets and food stores can be opened providing all necessary prevention procedures are in place.

.  Restaurants are not to be opened to customers.

-  Take away food cannot be ordered directly from restaurants.  Restaurants' own staff cannot deliver.  Food ordering must be placed through apps and with professional delivery people. (The original D15 didn't have this restriction.)

-  Limit going out as much as possible, only go out when absolutely necessary.

-  No one was allowed to play sports or exercise on the streets, in public places, or in group at homes.(The original D15 allowed people to move about within green zones -- people were allowed to walk, bike, and exercise on the entire stretch between Back Beach and Front Beach every day if masks were worn and social distancing was respected.)

-  No swimming is allowed.  (The original D15 allowed swimming before 6AM.)

-  All businesses must register their workers for permission to travel from home to the work place and reverse, with clearly defined itinerary, without stopping on the way. (That's D16, not D15.)

As I mentioned in one of yesterday's comments, BR-VT came up with what they call D15+, something that doesn't exist in any documents from central government.  I'm not saying what they do is right or wrong, just point out that the term D15 which they use in the new announcement and their interpretation of such term are not one and the same.

Looks like very little has changed, still cant go out without the proper paperwork and no exercising on the streets.

Same here.. no news but it hasn't stopped locals going out and exercising.. drinking.. smoking etc.

Here you can go out to buy stuff, essential items. I saw hairdressers, bike shops and electrical shops open. Its obvious their interpretations of the rules are very different to the govt.

Ah yes "essential" items... Depending on what you count as essential. Local small shops are open.. if you're brave then Topps also.

How can I argue the local coffee shop is essential? Or maybe the bar...

Still trying to figure out if I can travel within BRVT. Some people are saying its ok, others are saying its not.

You can travel within VT for essential business, although people have been out just for the heck of it.  As everyone was giddying with the new freedom instead of paying attention to the road, the first day of D15 resulted in several accidents, one of them fatal  (on Nguyen Thai Hoc, P7, not far from you.) 

Going to BR, you'll need a permit from UBND.

We want to move furniture to Binh Chau, my wife is going tomorrow to ask about it. Some things you read are saying travel only for essential things, not sure if they will deem that as essential.

After seeing the way people were driving today Im not surprised.

From CV 13417 signed yesterday:

"For movements to a destination beyond the city's perimeter, one must have consents from both districts.  It's the responsibility of the departure district to make arrangement with the destination district to issue the permits that allow the resident to travel according to regulations."

So, if UBND in VT agrees that it's essential that you must move the furniture to Binh Chau before the lease on the house expires, they'll contact UBND in BR themselves and you'll be allowed to travel on the approved route in the approved time frame.  All she needs to do is telling UBND that the landlord demands that all your belongings must be removed from the house before a certain date.
