My apologies as I didn't realize that this was your translation.  I had assumed it was an official translation from the agency.  Perhaps if the moderators will tolerate, as a special case, your posting the original Vietnamese sentences, someone could suggest a more appropriate translation.

Interestingly you have posted this detailed information without comment.  Could I ask if you are considering applying for citizenship?


No problem  :) It was late and I was tired... that's why I didn't say much other than giving translations. It's just I was reading one say "you can", an other "you can't", or "I know the law but it's all in vietnamese"... I thought it would be better that anyone could know approximately what it was about. So I chose the articles of the law that can tell whether or not you can apply for citizenship.

Actually I gave the references so that the original version can be found by anyone on a search engine :
Vietnamese Law on Citizenship (24/2008/QH12) (or "Law on Vietnamese Citizenship" ?)
Decision 16/2020/NĐ-CP giving details on the application of that law.

As you guessed, I desired to apply for vietnamese citizenship. My wife is Vietnamese, and my Vietnamese is probably better than my English  :D  But I have been told by a guy who know THE guy (an insider who was supposed to help me) that it would be impossible for me without leaving my foreign citizenship. As SteinNebraska wrote here, it was a deal breaker for me.  :(

The main obstacle was the "merit" question, toward the Socialist Republic of Vietnam. I knew it would be hard to say I have any merit, but it was not clearly defined in the Law. It is now very clear since the Decision 16/2020/NĐ-CP came out. As I was translating the text, I noticed an other problem : I am not resident under a permanent residency card, which is also mandatory.

I think now I will dig into the "permanent residency card", which (for what I understood) can let you stay for up to 10 years... theoretically of course.
