Reclaiming property

Hi,

My father and i were escaped out of Vietnam years ago.  We sponsored my mother and younger son here to the USA 10 years later.  When my mother and brother left the country 20 years ago, they had signed a paper stated that my aunt would be a soul guardian of that house until one day we decide to come back to Vietnam.  Now the government owning 3 parts of the house since my father, older brother & I left the country illegally by boat, our share portion of our house were claimed by the local government, that only left 2 parts of the house still good since my mother and younger brother got the permission to leave the country legally through sponsorship.

I heard that expat are now able to come back to Vietnam to reclaim the property portion that were 'supposedly' own by the government.  3 parts out of 5 portion of the house.

Can anyone shed some light on as to where I should start with the reclaiming process?
