Suggestion of a place to celebrate birthday in HCMC

This is for my gf. Where should I take her out for dinner and entertainment afterwards? District 1 or 7, preferrably. Suggestions??? Don't go too crazy with expensive places or restaurant. I want a place where we can have a conversation without screaming to each other. Thanks

If you dont mind go to District 2, you should try The Deck, definitely amazing restaurant where you can enjoy the river view and a nice romantic setting. Boat house is just as great and also located at D2. If you prefer district 1 then you should try The Log, rooftop of Gem Center. I'm sure your gf will be pleased.
