Any way for an expat to own a boat?

i have a "vo lai" style boat ive been operating on the saigon river in ho chi minh for years- this type of boat is very common, the type you see the electrofishermen using all over the place, with longtail motor- if the boat is less than 1.5m wide and 6m long, with 5hp or less and less than 5 passengers, it seems from my experience the police dont bother. ive encountered them on the water before but they did not approach. i have had 2 boats and a motor stolen from my place on the river though, so finding a secure place or system for keeping is a must. also by law all passengers must wear pfd. as far as i know i am the only foreigner doing this, at least in the city. during covid i came across this thread and decided to take a leap of faith and buy one, direct from manufacturer , kien giang composite. they shipped it to the city, i found a place to put it in the water, and its been a load of fun ever since.

i have been operating a 6m "vo lai" style boat for 5 years on saigon river in hcm. so far the police have seen me and never approached. i had the idea during covid, found this thread back then, decided to take a leap of faith and buy one, direct from manufacturer KGC in kien giang. they shipped it, i put it in the water and its been loads of fun to explore around. as i understand if boat is 6m or less in length, 1.5m or less in width , 5hp or less and 5 passengers (all with pfds) or less, they wont bother you. its a longtail boat, the style local electrofishermen use all over the south. one word of caution is keep it somewhere safe, ive had to replace the hull twice and motor once because theives came by water to my mooring spot. now i have a system for security that so far works. as far as ive seen, i am the only foreigner doing this.
