Job offer in Tashkent

I am considering a teaching job offer in Tashkent and would like to ask the following questions:

1. how much of a barrier is not speaking the language work against me ?
2. how does one communicate/interact on a day by day basis? in shops, bank etc
3. is it complicated to open a bank account, get a SIM card, connect internet, TV subscription
4. what is the winter weather like? are homes well designed for winter.
5. is there a public bus or metro service in the city.
6. what are the medical facilities like? do medical staff/ persons understand English?
7. how easy is it to travel out either regionally or internationally?
