Please assist:Does Ethiopia telecom send and receive international sms

I have a new sism, last week I could send and receive texts from outside Ethiopia. Now whenever I send a text outside it doesnot go through. I cannot receive sms from out of the country too. I can call outside without problems. i tried changing the message centre number but still international texts dont go through. I can receive and send sms in Ethiopia only. Anyone experienced this problem?
