Saca attestation of PhD part time degree

Hello people ,

I've completed my PhD degree in part time as I working as an assistant professor at the same time in the same university..  I had submitted my documents for attestation..  Saca has rejected and returned the certificate..  What do I do now?  University says that they have no say in this issue..  I'm anxious..   Can you help me out?.. What do I do next?  My agent says that they cannot proceed without a nod from the university.
