There may be some, but I know of no legitimate exchanger that does not charge a commission while offering the best rates. Most banks give reasonable rates. Otherwise rates, and office locations, are available at:

No one will not charge a commission, it's a business after all.
Look around at different exchange booths for the best rates.
Try to avoid the western union on Vaci Utca, they always post the worst rates and word their exchange practices in such a tricky way for first timers it could be hard to know you have been scammed until the deal is done with.
