As you are a' Third Country National' and not an EU Citizen I would suggest that you first look at the 'sticky' near the top of the 1st page on the forum which was posted by Robpw2, here is a link :-

This will give you an idea of the process involved for a TCN to move to Malta, I would not take too much notice of the 'Expat Guide in Malta' as it is known to have many errors in it!
As for languages, Maltese and/or English. (You will manage OK with just English)
