You will need a licence unless you sing , dance or sell your own arts and crafts!
Here is the info about getting a licence:
http://www.commerce.gov.mt/lics_strHawkers.asp
You will then need to pay the appropriate fees for taking part in a specific fair or market.
Knowing Malta you will probably have to speak Maltese too ....not easy !
