That would be considered to be working in the Philippines. Make sure you are set up legally to do that, visa tax id etc

Do you have a pinay wife? If so, that would go a long way to settling down the neighbours whose 'chk-chk' will get around, incl. to the local barangay office and possibly further. If not, then proceed cautiously.
As for papers, it's a good thing to test the waters before setting things up. In many ways it's not like setting up a business in the west where formalities are limited. See how your business will do first?
