Driving License for those who benefit from the orientation year

Do the expats who came to Netherlands for search year are considered as high skilled migrant? Because this people can just exchange their driving license, no need to take driving lessons etc...

No - zoekjaar visas are different visas and are not skilled migrant visas.

I had the zoekjaar visa from 2014-2015. There is a possibility to change the visa to highly skilled migrant if your employer act as a sponsor at the IND. As soon as you have your visa changed, there is a possibility to convert your home country driving license to the Dutch one.

Just to add to what Sjulleke has described; should you be lucky enough to be offered a highly skilled migrant job, that not only does your employer have to sponsor you, they also have to be registered with the IND to enable them to sponsor you.  Should they not be sponsored, but wish to do so, then the process they need to follow is on the IND website; this link will take you there.
