Visit visa is sponsored i.e. by a family member or through a company. You have to get a sponsor to help with that.
Tourist visa is online for 49 nationalities and doesn't require a sponsor. For the rest, you need to go through the Saudi Embassy. In most countries, the Embassy doesn't deal with this directly but sends you through agents like VFS Tahseel or Etimad. Check around in your country.
